In respecting the human rights of its migrant workers, FGV Holdings Berhad (“FGV”) remains committed to ensure all its workers whose contracts have ended are provided with a safe passage home. For all workers who have completed their tenure of employment with FGV, the costs of their return to the home country, including the air fare is fully covered by FGV.
While FGV is committed to ensure safe passage for its migrant workers to return to their home country, the efforts have been significantly impacted by the COVID-19 pandemic and the global travel restrictions which began in March 2020. From March to July 2020, there were extremely limited flights available from Malaysia to other countries including to the home countries of FGV’s workers, in particular Indonesia, India and Bangladesh. When more flights to Indonesia and Bangladesh became available at the end of August 2020, its schedules are often postponed or cancelled due to global spikes of the COVID-19 pandemic.
Despite the said challenges, between March to December 2020, FGV had assisted a total of 1,084 of its migrant workers to return to their home countries. Of the 1,084, 661 are from Indonesia, 295 India, 126 Bangladesh and 2 Nepal. For FGV’s migrant workers from India, their returns are facilitated through the High Commission of India in Kuala Lumpur during this period.
The COVID-19 pandemic had also led to the delay in the renewal of workers’ documentation such as work permits and passports, due to closure of relevant authorities and respective embassies. It is worth reiterating that FGV does not practice the retention of migrant workers’ passports, and have installed a total of 32,250 safety boxes throughout all its 68 complexes, as an option for migrant workers to keep their passports safely.
At the same time, FGV remains committed to implementing its action plan under its affiliation with the Fair Labor Association (FLA). The action plan was adopted on 31 March 2020, at a time when the COVID-19 situation was rapidly worsening globally, including in Malaysia. FGV’s commitment to respecting human rights and to upholding labour standards is in line with its commitment to the Sustainable Development Goals (SDGs) and to the United Nations Guiding Principles on Business and Human Rights (UNGPs). Bagi menghormati hak asasi manusia pekerja migrannya, FGV Holdings Berhad (“FGV”) kekal komited dalam memastikan semua pekerja yang telah tamat kontrak dihantar pulang dengan selamat. Bagi pekerja yang telah menamatkan tempoh perkhidmatan dengan FGV, kos penghantaran pulang mereka ke negara asal termasuk tambang penerbangan ditanggung sepenuhnya oleh syarikat.
Meskipun FGV komited memastikan kepulangan pekerja migran ke negara asal mereka dengan selamat, usaha ini sedikit terkesan ekoran pandemik COVID-19 yang menyebabkan sekatan perjalanan di seluruh dunia bermula Mac 2020. Dari Mac hingga Julai 2020, terdapat penerbangan yang amat terhad dari Malaysia ke negara lain termasuklah ke negara asal pekerja FGV khususnya ke Indonesia, India dan Bangladesh. Bagaimana pun, apabila lebih banyak penerbangan dibuka ke Indonesia dan Bangladesh pada penghujung Ogos 2020, jadual penerbangan pula seringkali ditunda atau dibatalkan ekoran peningkatan penularan COVID-19 di seluruh dunia.
Meskipun berdepan cabaran, FGV telah membantu seramai 1,084 orang pekerja migran pulang ke negara mereka antara Mac hingga Disember 2020. Daripada 1,084 orang ini, seramai 661 daripadanya adalah dari Indonesia, India (295), Bangladesh (126) dan Nepal (2). Bagi pekerja migran India, kepulangan mereka telah diuruskan menerusi Suruhanjaya Tinggi India di Kuala Lumpur di sepanjang tempoh berkenaan.
Pandemik COVID-19 juga turut mendorong kelewatan dalam pembaharuan dokumen seperti permit kerja dan pasport pekerja ekoran penutupan pejabat pihak berkuasa serta kedutaan yang berkaitan. Ingin ditekankan sekali lagi bahawa FGV tidak mengamalkan penyimpanan pasport pekerja migran malahan telah menyediakan sebanyak 32,250 peti keselamatan di semua 68 buah kompleksnya sebagai pilihan kepada pekerja migran menyimpan sendiri passport mereka dengan selamat.
Pada masa yang sama, FGV kekal komited melaksanakan pelan tindakan dengan kerjasama Fair Labor Association (FLA). Pelan tindakan ini telah diguna pakai pada 31 Mac 2020 ketika situasi COVID-19 semakin buruk di seluruh dunia termasuk Malaysia. Pelan Tindakan FLA 2020 boleh didapati di laman sesawang FGV di www.fgvholdings.com, dengan laporan kemajuan seterusnya akan diterbitkan pada 31 Mac 2021.
Komitmen FGV dalam menghormati dan menjunjung standard buruh adalah selari dengan komitmennya terhadap Matlamat Pembangunan Mampan (SDGs) dan Panduan mengenai Perniagaan dan Hak Asasi Manusia Pertubuhan Bangsa-bangsa Bersatu (UNGPs). Agenda kelestarian dan hak asasi manusia tetap menjadi keutamaan dan sentiasa diteruskan dalam meningkatkan lagi amalan buruh di FGV.
