KUALA LUMPUR, 16 JANUARY 2026 – FGV Holdings Berhad (FGV) is pleased to announce that the Group has been cleared by the United States (U.S.) Customs and Border Protection (CBP) to export palm oil and palm oil products to the U.S. following the modification of the Withhold Release Order (WRO), effective 15 January 2026.

In its statement issued at https://www.cbp.gov/newsroom/national-media-release/cbp-modifies-withhold-release-order-fgv-holdings-berhad-malaysia , CBP confirmed that products from FGV, its subsidiaries, and joint ventures are now admissible for entry into the commerce of U.S., provided the Group complies with all applicable U.S. laws and regulations.

FGV wishes to express its appreciation to the CBP for its guidance and responsiveness in modifying the WRO and recognising the Group’s effort in remediating and enhancing labour practices. The Group also extends its gratitude to the Malaysian government and all stakeholders for their continued support and understanding throughout this process.

The modification follows FGV’s sustained and comprehensive efforts to strengthen its labour practices in line with national regulations and international standards. These efforts included the implementation of a robust action plan to ensure that there are no International Labour Organization (ILO) Indicators of Forced Labour and child labour in FGV’s operations.  

Key actions undertaken by FGV include:

  1. Strengthening recruitment procedures to align with ethical and responsible recruitment principles and standards, including institutionalising pre-departure and post-arrival recruitment fee investigations to address and remediate any recruitment fee paid by workers, as well as tightening due diligence in the vetting and appointment of recruitment agencies.    
  2. Implementing a recruitment fee reimbursement programme, through which a total of 23,461 active and former workers has been reimbursed, in line with FGV’s commitment to the principle of ‘no recruitment fee’.
  3. Enhancing living conditions for workers by upgrading 2,520 houses and constructing 1,002 new units between 2024 and 2025.
  4. Improving access to potable water in remote areas by upgrading 27 FGV-owned water treatment plants and installing 1,193 water filters covering 55 sites.
  5. Expanding internet connectivity for workers in remote areas through installation of internet satellites at 165 sites.
  6. Implementing digital systems to monitor and ensure compliance with labour standards, including hours of work, rest days and minimum wage requirements.
  7. Prioritising workers’ voices through the Harmony Communication Committee at the estate level, enabling workers, via elected representatives, to provide feedback, share views, raise concerns and lodge complaints to management.
  8. Strengthening grievance mechanism by establishing the Group Grievance Management Committee as an oversight function and rolling out a third-party grievance channel. One of the channels is the FGV mobile application (FGV App), which allows workers to submit feedback or grievances via text or voice messages in their native language with the option of anonymity.
  9. Collaborating with the National Union of Plantation Workers (NUPW) to promote workers’ right to freedom of association and union membership.

The modification of the WRO reflects the significant progress FGV has made in upholding labour standards, addressing gaps, and implementing sustainable reforms across its operations and supply chain.

KUALA LUMPUR, 16 JANUARI 2026 – FGV Holdings Berhad (FGV) mengumumkan bahawa Kumpulan FGV telah dibenarkan oleh Kastam dan Perlindungan Sempadan (CBP) Amerika Syarikat (AS) untuk mengeksport minyak sawit serta produk berasaskan sawit ke AS, susulan pindaan terhadap Perintah Penahanan Pelepasan (WRO) yang berkuat kuasa mulai 15 Januari 2026.

Dalam kenyataannya di https://www.cbp.gov/newsroom/national-media-release/cbp-modifies-withhold-release-order-fgv-holdings-berhad-malaysia, CBP mengesahkan bahawa produk keluaran FGV, termasuk anak syarikat dan usaha samanya, kini dibenarkan untuk memasuki pasaran perdagangan AS, tertakluk kepada pematuhan Kumpulan terhadap undang-undang dan peraturan AS yang berkuat kuasa.

FGV ingin merakamkan penghargaan kepada CBP atas panduan serta kecekapan pihaknya dalam meminda WRO dan pengiktirafan usaha Kumpulan dalam memperbaiki serta memperkukuh amalan buruh. Kumpulan juga ingin mengucapkan terima kasih kepada Kerajaan Malaysia serta semua pihak berkepentingan atas sokongan berterusan dan kefahaman mereka sepanjang proses ini.

Pindaan tersebut dibuat hasil usaha berterusan dan menyeluruh FGV dalam memperkukuh amalan buruh selaras dengan peraturan tempatan dan piawaian antarabangsa. Usaha ini merangkumi pelaksanaan pelan tindakan yang kukuh bagi memastikan tiada Amalan Buruh Paksa dan Buruh Kanak-kanak seperti yang ditetapkan oleh Pertubuhan Buruh Antarabangsa (International Labour Organization, ILO) wujud dalam operasi FGV.

Antara langkah utama yang telah dilaksanakan oleh FGV termasuk:

  1. Memperkukuh prosedur pengambilan pekerja agar selaras dengan prinsip dan piawaian pengambilan pekerja yang beretika dan bertanggungjawab, termasuk pelaksanaan siasatan terhadap yuran pengambilan sebelum berlepas dan selepas ketibaan bagi mengenal pasti serta membayar semula sebarang yuran pengambilan yang telah dibayar oleh pekerja, serta memperketatkan usaha wajar (due diligence) dalam pemilihan dan pelantikan agensi pengambilan pekerja.
  2. Melaksanakan program pembayaran balik yuran pengambilan pekerja, yang melibatkan pembayaran balik kepada seramai 23,461 pekerja semasa dan bekas pekerja, selaras dengan komitmen FGV terhadap prinsip “tiada bayaran pengambilan pekerja”.
  3. Menaiktaraf kediaman pekerja dengan 2,520 unit rumah sedia ada serta pembinaan 1,002 unit baharu antara tahun 2024 hingga 2025.
  4. Memperbaiki akses kepada bekalan air bersih di kawasan terpencil dengan menaiktaraf 27 loji rawatan air milik FGV dan pemasangan 1,193 penapis air yang meliputi 55 lokasi.
  5. Memperluas capaian internet untuk pekerja di kawasan terpencil melalui pemasangan satelit internet di 165 lokasi.
  6. Melaksanakan sistem digital bagi memantau dan memastikan pematuhan terhadap piawaian buruh, termasuk waktu bekerja, hari rehat dan keperluan gaji minimum.
  7. Mengutamakan suara pekerja melalui Jawatankuasa Komunikasi Harmoni di peringkat ladang yang membolehkan pekerja, melalui wakil yang dipilih, memberikan maklum balas, perkongsian pandangan, mengemukakan kebimbangan dan membuat aduan kepada pihak pengurusan.
  8. Memperkukuh mekanisme aduan dengan menubuhkan Jawatankuasa Pengurusan Aduan Kumpulan yang memantau serta melaksanakan saluran aduan pihak ketiga. Salah satu saluran ialah aplikasi mudah alih FGV (FGV App), yang membolehkan pekerja menghantar maklum balas atau aduan melalui teks atau mesej suara dalam bahasa ibunda mereka dengan pilihan untuk kekal tanpa nama.
  9. Bekerjasama dengan Kesatuan Kebangsaan Pekerja-Pekerja Ladang (NUPW) bagi mempromosikan hak pekerja terhadap kebebasan berpersatuan dan keahlian kesatuan sekerja.

Pindaan terhadap WRO ini mencerminkan kemajuan ketara FGV dalam mempertingkatkan piawaian buruh, menangani jurang yang dikenal pasti serta melaksanakan pembaharuan lestari merentasi operasi dan rantaian bekalannya.

“Pindaan WRO ini merupakan satu pencapaian penting bagi FGV dan mencerminkan kemajuan yang telah kami capai dengan melaksanakan amalan perniagaan dengan betul dan beretika secara konsisten. Melalui pembaharuan berterusan, FGV telah memperkukuh amalan buruh, melindungi hak asasi manusia serta menanamkan prinsip kelestarian dalam setiap aspek perniagaan kumpulan FGV. Hasil ini menunjukkan bahawa komitmen kami terhadap amalan beretika dan bertanggungjawab membolehkan FGV memenuhi piawaian antarabangsa serta mengekalkan akses ke pasaran utama seperti Amerika Syarikat,” kata Dato’ Fakhrunniam Othman, Ketua Pegawai Eksekutif Kumpulan FGV.

Beliau menambah, “Hak, kebajikan dan suara pekerja kekal menjadi tunjang utama operasi FGV, dan kelestarian menjadi panduan dalam segala yang FGV laksanakan. Kami akan terus bekerjasama dengan pasukan dan rakan kongsi bagi memastikan nilai jangka panjang untuk semua pihak berkepentingan termasuk warga kerja, rakan niaga, komuniti serta industri minyak sawit.”
